So, the documentation says that,

If the length is below the cutoff the sentence score will be zero. I didn't
see anything mentioned such as a length score. However, if the sentence
score is zero, it can still be a candidate for summarization if there
aren't enough setences with a higher score than zero.

Did I get this right?
